Barrows seeks 2025 reelection for Mayor of New Bethlehem
NEW BETHLEHEM, Pa. (RVO) – Rev. Dr. Gordon V. Barrows, a lifelong resident and passionate advocate for New Bethlehem and the Redbank Valley community, has officially announced his bid for re-election as Mayor of New Bethlehem Borough. His decision reflects not only his deep commitment to public service but also his unwavering vision for the borough’s future.
Barrows first assumed the mayoral role in December 2019, bringing with him nearly 15 years of local government experience, including eight years on the New Bethlehem Borough Council. Under his leadership, the borough has seen significant progress in key areas such as economic revitalization, public safety, and community engagement. As he seeks re-election, Barrows emphasizes his dedication to building on this foundation and tackling the pressing issues that matter most to the people of New Bethlehem.
“Our community is at a pivotal moment,” said Barrows. “We face challenges, but with collaboration, strategic planning, and faith in our shared vision, I am confident that New Bethlehem can thrive. My goal is to preserve the small-town charm that makes our borough special while embracing opportunities for growth and innovation.”
Challenges and Vision for the Borough
Barrows has identified several critical areas that require focused attention to ensure New Bethlehem’s continued success and prosperity. Among the most pressing are the revitalization of Gumtown Park, the enhancement of public safety services, the replacement of key infrastructure, and the modernization of borough ordinances.
Gumtown Park/Playground: Over the past several years, Barrows worked alongside Borough Council to facilitate the purchase of Gumtown Park from the Reichard Family, preserving its historical significance while ensuring its sustainability. Most recently, he partnered with local community leaders, including Mr. Aaron Clyde, Tammy Evans, Lisa Misera, and the Keith Family, to secure a nearly $75,000 donation. This generous contribution will serve as a matching fund for a future grant aimed at revitalizing the park and developing a new playground. Barrows views this multi-year project as vital to the borough’s recreational opportunities and is committed to using his influence to write grants, spearhead fundraising, and ensure its long-term success.
Police Department & Municipal Authority: As Mayor, Barrows also serves as President of the Southern Clarion County Regional Police Department and Vice-Chairman of the Redbank Valley Municipal Authority. In these roles, he has prioritized the safety and well-being of residents. He is dedicated to improving the recruitment and retention of police officers, as well as securing creative funding solutions to enhance officer wages, equipment, and vehicles. Additionally, his involvement with the Municipal Authority has enabled progress on key infrastructure projects, including the Mahoning Township acquisition, the New Bethlehem waterline replacement, and efforts to improve water and sewage services for surrounding areas like South Bethlehem and Porter Township. Barrows continues to work closely with engineers and attorneys to secure essential grant funding, aiming to reduce costs while improving quality of service.
Penn St. Bridge & Route 28 Access: Infrastructure remains another area of focus. Barrows is actively working with Borough Council, engineers, and attorneys to facilitate the replacement of the Penn Street Bridge and improve Route 28 access. These projects are critical to supporting one of the borough’s largest employers, Smuckers, ensuring continued access to their facilities and the preservation of quality jobs in the region. Barrows has maintained regular communication with county, state, and federal representatives, writing letters of support, hosting community meetings, and lobbying for financial backing.
Modernizing/Updating Ordinances: Modernizing the borough’s ordinances is also a key priority for Barrows. Under his leadership, the borough completed a full digitization of its ordinances, making them accessible via the eCode360 platform and NewBethlehemBoro.com/Ordinances. This has improved transparency and accessibility for residents and businesses. Barrows continues to serve on the Ordinance Update Committee, which has recently passed legislation to allow short-term rentals like Airbnb and VRBO in residential districts, permit digital signage, and relax zoning restrictions to encourage redevelopment and reduce blighted properties.

A Legacy of Leadership and Service
Beyond his role as Mayor, Barrows is deeply embedded in the fabric of the New Bethlehem community. He owns and operates TechReady Professionals, a technology and Internet marketing firm, and manages RedbankValley.org. His academic credentials include a Doctorate in Business Administration (D.B.A.) in Technology/Digital Media, a Doctorate of Education/Ministry (Ed.D.) in Theology/Divinity, a Master of Business Administration (M.B.A.), and a Bachelor of Science (B.S.) in Computer Information Systems. Barrows’ service extends far beyond his professional achievements. He serves as the lead pastor at St. Mary’s Redbank Church, interim pastor and Sunday school teacher at New Bethlehem First Fellowship Church, and guest pastor at New Salem Pierce Church. He also plays an active role in the Redbank Valley Chamber of Commerce, Redbank Renaissance, and the Redbank Valley Municipal Authority. A: Rev. Dr. Barrows: My inspiration comes from the incredible people of New Bethlehem and the Redbank Valley. After serving as Mayor since 2019 and over a decade in local government, I’ve seen the potential we have to grow and thrive while keeping the small-town charm that makes New Bethlehem special. My faith, family, and deep connection to this community motivate me to continue advocating for economic development, public safety, and community vitality. I truly believe we’ve made significant progress, but there’s more work to be done, and I’m committed to leading the way.
A: Rev. Dr. Barrows: New Bethlehem faces challenges like economic revitalization, public safety, and combating blight. To address these, I’ve prioritized promoting local businesses, seeking state and county support for revitalization projects, and securing grants for infrastructure improvements. As President of the Southern Clarion County Regional Police Department, I’m also focused on enhancing public safety by recruiting and retaining law enforcement officers and ensuring their effectiveness. For blight, I’m leading efforts to enforce property maintenance codes and improve the borough’s aesthetics. Collaboration and strategic partnerships remain key to addressing these issues head-on.
A: Rev. Dr. Barrows: Over the past four years, we’ve achieved several milestones. We launched new economic development initiatives, supported our local police force, and improved community engagement. One of my proudest accomplishments is leading the digitization of the borough’s ordinances in the eCode 360 Platform making ordinances readily accessible to the public via mobile apps and the borough website. We’ve also secured grants for public spaces, worked on modernizing ordinances, and enhanced communication with residents. These efforts have made New Bethlehem a safer, more vibrant place to live, work, and visit.

I hold a Doctorate in Business Administration (D.B.A.) specializing in Technology/Digital Media, a Doctorate of Education/Ministry (Ed.D.) in Theology/Divinity, an M.B.A., and a B.S. in Computer Information Systems.
